Abstract

Problem setting. The article is dedicated to problems of state support system implementation of developers and users of technologies, which must be built on the decentralization principle with involvement in this process of both business subjects of the private law field and the state and local authorities.
Recent research and publications analysis. The above-determined issue has become a subject of research for many scientists in the field of law as well as economy and state management. The following scientists are Y. Atamanova, K. Ivanova, I. Hladka. However,
none of the above-mentioned scientists didn’t come to the conclusion regarding expediency of the decentralized state support principle application as a core element of the general algorithm of the renovated system of the state impact on economic relations in the field of a technology flow.
Paper objective. The objective of the paper is to determine a list of top-priority steps of the current Ukrainian legal system reformation on the basis of the principle of decentralized state support of technology implementation in the economy.
Paper main body. The means of the technology transfer state support must have individual, targeted character and embody in really requested benefits, dotations or additional guaranties. This can be achieved only under conditions of a personalized approach
to each member of the relations within the technology flow field. All the supporting means are directed to certain regions: peripheral, with the out-of-date industrial base and depressive and central ones.
Conclusions of the research. Within the Ukrainian law all the means of the transfer technology state support must be divided according to the regional principle. These improvements must be disclosed in the Law of Ukraine «On state regulation of activity in the field of technology transfer», «On technologies in Ukraine». Financing economic entities, which take part in technology transfer, must be proportionally performed by both the local authorities and the state. These must be indicated in the Laws of Ukraine «On local selfgoverning in Ukraine», «On state governance in the sphere of technology transfer», «On technologies in Ukraine». Only those projects, selected by entitled representatives of a local community, can be subjects of the state support. Criteria of the above-determined projects must be legally approved in statements of the Law of Ukraine «On local selfgoverning in Ukraine».
