Abstract

Problem setting. The development of a scientific and research program of human capital comprises many directions of theoretical analysis. The substantiation of the main frameworks and peculiarities of economic behavior of investors in a human is one of the most important directions.
Recent research and publications analysis. Nowadays the investment approach to studying human capital initiated by G. S. Becker has been developed in works A. Andreiev, Ye. Vilkhovchenko, A. Halchynskyi, A. Dobrynin, S. Diatlov, O. Sviatodukh, Ye. Tsyreniva. Nevertheless, the peculiarities and the factors of the economic choice of economic subjects in favor of investments in a human have not been sufficiently substantiated.
Paper objective. The objective of the article is to present the main factors of the investment choice of owners and users, i.e. households, firms, and a state, on the basis of analysis of the peculiarities of the investments in a human.
Paper main body. Certain peculiarities stipulated by specific properties of human capital and an investment process (which object is a human) are inherent to the investments in human capital compared to investing in tangible (physical) capital.
The investments in human capital are: intangible according to their object; direct and social and institutional; primary and secondary; multilevel and multi-subject; sustainable and discrete; highly profitable and risky.
The choice of investors in human capital is of economic character and is based on the comparison of benefits and losses related to the investment in a human. Simultaneously, it is determined by numerous non-economic factors and is characterized by irrational motives. Trust of investors in the rationality of own decisions, actions, and their prognosticated results as well as in counteragents and social institutes is of great importance among such factors.
Conclusions of the research. The choice of the investors in a human is influenced by the economic (rational) and the irrational factors, which in the aggregate determine their investment behavior. A level of the reproduction of national human capital depends on the investment choice of households, firms, and a state. Taking this into account, the development and the performance of system measures of a state social and economic policy aimed at the creation of appropriate conditions for their effective activity concerning investing in the human development is of considerable importance.
