Abstract

 Problem setting. Solution of a problem of disparity of economic development of regions is associated with the complex technological modernization. The modernization may be executed only on the basis of wide implementation of technological innovations, which are provided by a set of innovative and investment factors and determine quality and rapidity of technological changes.
Recent research and publications analysis. Papers of numerous of foreign and domestic scientists are dedicated to the research of innovative and investment development of regional economy. Among them are V. Geiets, S. Glaziev, P. Drucker, V. Osetskyi, N. Skorobagatova, L. Fedulova, L. Shynkaruk, J. Schumpeter, B. Yazliuk etc. More and more attention of scientists has been focused on the role of innovative potential and the research of the problem of implementation of innovations for development of companies. The problem of modernization of the economy of Ukrainian regions requires additional research.
Paper objective. The objective of the scientifi c research is determination of levels of the technological development of Ukrainian regions, their innovative and investment position, analysis of the innovative and investment factors of the technological modernization, development of recommendation regarding stimulation of these processes on the regional level.
Paper main body. Discrepancies between levels of economic development of the production within the structure of the regional industrial complex indicate that the low- and the medium-technology industries dominate in the regional industrial complex (90 %). The medium- and the high-technology industries are concentrated only in three regions (Kyivska, Kharkivska, and Lvivska) and constitute 10 % of the general amount of production.
The regional discrepancies and the intensive differentiation of the degree of participation of different regions in the economy and the different investment and innovative attractiveness create different conditions of formation and realization of the technological modernization policy. This process is complicated by the monopolization of the economy of regions and the bureaucratic process. As a result, the domestic private business was not directed to the industrial sectors of the economy of regions, but was concentrated in the extracting sectors and processing industries.
Strategic and tactical directions of implementation of modernization of the innovative and investment policy of regional development at all levels of management, i.e. the state, the regional, and the entity level, are determined in the article.
Conclusions of the research. The factors reducing effi ciency of implementation of the regional policy and the technological modernization of regions include: an insufficient share of regions with innovative and investment potential; absence of priorities of the regional policy; factors and restrictions of regional development are not suffi ciently taken into account.
Whether the peculiarities and the potential of each region are taken into account on the basis of simultaneous interaction of the authorities at the state and the regional levels, appropriate conditions for the technological modernization of the economy of regions will be created.
