Abstract

Problem setting. The confirmation of a technological security support concept and the creation of a classification of threats to the national technological security are essential for the counteraction against threats to the sustainable implementation of innovative technologies.
Recent research and publications analysis. An issue of threats to national technological and innovative security was researched by L. L. Antoniuk, Yu. Ye. Atamanova, O. M. Davydiuk, D. V. Zadykhailo, V. V. Kudriavtseva, V. I. Kukhar, T. M. Pashuta, O. M. Shkilniuk, etc.
Paper objective. The article objective is to determine the range of threats to the national technological security in order to attain the legislative confirmation of these threats and to stimulate activities of state agencies and business entities regarding their neutralization and prevention.
Paper main body. Norms, related to the state technological security support, are dispersed among numerous normative and legal acts and the current regulation of technological security is fragmentary. The author suggests confirming a legislative definition of technological security, approving the classification of threats to the Ukrainian national security, supplementing the legislation with a concept «innovative espionage», dividing the threats to the Ukrainian national security into separate categories:
– taking into consideration an innovative system branch: threats to a separate branch of an innovative system; threats to several branches of an innovative system; threats to an innovative system on the whole;
– taking into consideration a source of origin: internal and external ones;
– taking into consideration a criterion of branch coverage: threats for all branches; inter-branch ones; branch ones;
– taking into consideration a volitional criterion: active and passive ones.
The author has additionally highlighted threats such as innovative espionage and sanctions.
Conclusions of the research. The author has determined the necessity of the legislative confirmation of a list of threats to the national technological security and the creation of normative and legal acts determining the measures for counteractions. The confirmation of the special Law of Ukraine «On National Technological Security» is appropriate.
