Abstract

Problem setting. The strategy of the external economic policy is expressed in the form of different steps of the government aimed at its implementation and regulation, including the development of restrictions being specific for different forms of the international economic relations. Among them the important role is dedicated to the international movement of capital.
Recent research and publications analysis. The international movement of capital and its peculiarities in terms of globalization and integration was analyzed by Starshynova N. A., Yeremina S. L., Yevteeva M. S., Gusev S. N., Goleva H. A. etc. Nevertheless, a problem of restrictions in the field of the capital flow regulation needs further research.
Paper objective. The author considers a process of the regulation of international capital flows, the determination of different restrictions from the standpoint of such directions of the external economic policy as liberalism and protectionism, the implementation of the determined above instruments as elements of a strategy of external economic state policy.
Paper main body. Liberalism and protectionism is determined to be elements of an investment policy in the process of investment regimes formation. The state investment policy in the long term prospect refers to the formation of the external economic state strategy in the field of capital movement. The article is dedicated to the solution of a problem of the optimal combination of the implementation of both protectionism and liberalism directions of the external economic policy in the given form of the international economic
relations.
Conclusions of the research. The state investment policy becomes an important mechanism of its economic growth formation and it includes both direct and indirect instruments of the international capital flow regulation.
