Abstract |
Problem setting. Research of the problem of the development of urban agglomerations and metropolis from the point of territorial structure is very vital. To the existing administrative- territorial structure of Ukraine the term “metropolis” and “agglomerations” in comparison to the term “city” has no direct relation, though, city is a center of agglomeration and metropolis. According to this, research of the legal status of cities, metropolis of urban agglomerations, their places in the system of territorial structure of the state, organization of local law-enforcement bodies in modern conditions is the aim of this article. Recent research and publication analysis. Such rassian scientists as: Mahrova A. G., Lapo V. F., Ivanova V. V., Ugrumova A. A. and such ukraine as: Parasjuk I. L,m Ischuk S. I. and others researched the questions of different aspects of functioning of agglomerations. Though, those researches do not consider the mentioned problem in the context of administrative-territorial structure. Separate aspects of realization of principles of local selfgovernment in metropolises were researched by: Averjanov V. B., Babaev V. N., Baziv D., Buchenko L. A., Kampo V. M., and others. Paper objective. For Ukraine terms ”urban agglomeration” and “metropolis” is quite new and demand deep research, especially, from the point of administrative- territorial structure. Undoubtedly, in urban agglomerations and metropolises the process of organization of local governments, distribution of authorities between bodies of state governments and bodies of local –governments, formation of budget, decisions of questions of living and communal services, health is considerably complicated. Big cities and their agglomerations according to the complication of their administration take the second place after the state, though a lot of experts in this sphere consider modern city-system more complicated social system than states. According to this, it is necessary to underline, that in the conditions of formation of urban agglomerations, the relationships between city and states should be build according to the principle of subsidiary. The formation of Kiev capital agglomerations takes an important place in Ukraine. Conclusions of the research. Summarizing it is necessary to point out that at this moment the status of urban agglomerations and metropolises in most post-soviet countries de-jure is not defi ned. So, to correspond fully the time reality it is necessary in short terms to decide the question of legal norms, legal status and develop the range of normative legal documents of the notion “urban agglomeration”, “metropolis”. |
