Abstract

 Problem setting. The EU 7th Environmental Program (7th EP) (2014-2020) was adopted a little later than expected in the context of the 2008 crisis. It has been left out of due regard by legal researchers. However, environmental action programs have been at the center of environmental policy EU since 1973, which determined the relevance of this article.
Paper main body. The article analyzes the legal foundations of the EU 7th Environmental Program (7th EP) on the protection, conservation and improvement of natural resources. The paradigm of the structure of EP 7 is defined, which consists in the fact that the first direction – «natural capital» – represents the miraculous foundations and the main components of the cosmos, into which a person needs to fit in as his creation.
The second – «resource-efficient economy» – creativity, scope and range of possible (not necessary and not accidental) for the arrangement of civilization. The third area – «safe-guarding people’s health» – defines the conditions for the normal life of a person himself and his preservation as a type of life on the planet.
Conclusion of the research. It is concluded that the implementation of EP 7 by 2020 should ensure the achievement of the following results: reduction of biodiversity and degradation of ecosystem properties; a significant reduction in the impact on transit, coastal, and sea waters in order to achieve and maintain their good environmental status in accordance with the requirements of the Framework Directive on the Marine Strategy; reduction of air pollution and its impact on ecosystems and biodiversity in order to prevent exceeding the level of critical loads; achieving stabilization of land protection, soil protection and restoration of contaminated sites; ensuring reliable turnover of nutrients (nitrogen and phosphorus); ensuring the protection and vitality of forests, their biodiver-sity, adaptation to climate change, fires, storms, pests and diseases.

This article explores the legal foundations of the EU 7th Environmental Program (7th EP) on the protection, conservation and improvement of natural resources. The paradigm of the structure of the 7th EP is defined.
