Abstract

Problem setting. Bodies of local self-governing, which function on behalf of a local community, are subjects to organizational and economic powers. Thus, there is a need to determine functional nature and objectives of local self-governing bodies in the process of performance of organizational and economic powers in the economic field.
Recent research and publications analysis. An issue of the economic and legal basis of economic competencies of public power bodies has been considered in scientific papers of economists such as O. P. Vikhrov, I. M. Kravets, V. A. Ustymenko, R. A. Dzhabrailov, D. V. Zadykhailo, V. M. Pashkov, V. S. Shcherbyna, etc. Nevertheless, these scientists pays insufficient attention to issues of organizational and economic powers of local self-governing bodies in the field of economy and instrumental and legal concordance between local legislation and economic one.
Paper objective. The paper objective is to determine a list of entities (members) of organizational and economic powers, their economic competencies, and local self-governing bodies.
Paper main body. It is worth proposing recommendations regarding a wide range of amendments to the text of the Economic Law of Ukraine in order to separate economic activities of local self-governing bodies in the form of a certain institution of economic law, i.e. the economic and legal basis of activities of local self-governing bodies as members (entities) of legal relationships in the economic field.
Conclusions of the research. Organizational and economic relationships as central components of an economic and legal mechanism are subjects to more thorough examination. It is worth mentioning that there is no complete list of powers of economic competencies of organizational and economic relationship members (especially, local self-governing bodies) in the Law of Ukraine «On local government» and the Economic Law of Ukraine.
