Abstract

Problem setting. Issues of assessment of poverty and social inequality, substantiation of a mechanism of its influence on social and economic development of the country and searching effective measures of a state policy aimed at decrease of their levels make special sense for Ukraine.
Recent research and publications analysis. Problems of poverty and social inequality arouse interests of many researchers. Among them are N. D . Deiev, Ye. M. Libanov, L. S. Lisohor, M. Yu. Ohai, I. I. Osipov, A. H . Reut, V. H . Sariohlo, O. M. Khmelevska, N. M. Kholod, L. M. Cherenko, L. S. Shevchenko, etc.
Paper objective. The paper objective is to assess the social inequality in Ukraine and in the world, to research efficiency of application of state police instruments aimed at overcoming the surplus inequality in Ukraine, and to substantiate directions of improvement of public regulation in this area, taking into account the foreign experience.
Paper main body. Ukraine is reckoned among countries with considerable scales of population stratification in the context of incomes. The equality of opportunities in the country is significantly restricted and the social inequality is surplus and causes a set of negative consequences in the current period as well as in the future. The social inequality influence on the economic growth has both positive and negative consequences. However, the negative ones prevail. The influence of social inequality increase was found to be destructive for independent Ukraine. It caused considerable lag of real amounts of the national production from potential ones. The realization of measures regarding decrease of a social inequality extent is inefficient in Ukraine. Sometimes, these measures cause an inverse effect, in other words, strengthen
the inequality.
Conclusions of the research. The problems of poverty and social inequality in Ukraine become aggravated on account of objective political and economic factors as well as chronic disability (or unwillingness) of the state to develop and to implement effective measures. These processes stipulate necessity of radical changes of forms, methods, and instruments of public regulation in this area.
