Abstract

Problem setting. Formation of the national information space is an important condition of guaranteeing the state sovereignty of Ukraine.
Recent research and publications analysis. Measures of the state regulating influence on an economic activity were researched by D. V. Zadykhailo, H. L. Znamenskyi, V. K. Mamutov, V. M. Pashkov, O. P. Podtserkovnyi, V. A. Ustymenko, V. S. Shcherbyna, etc.
Paper objective. The article objective is to substantiate the measures of the state regulating influence on an economic activity in the broadcast industry in order to provide public interests related to supporting the information sovereignty.
Paper main body. Providing public interests in the broadcast industry regarding supporting the information sovereignty consists of: 1) development of the Plan of development of the national broadcast environment as a normative and legal document in accordance with principles, tasks, and goals determined by the laws of Ukraine; 2) determination of competition terms for the obtainment of broadcasting licenses; 3) prohibition of the application of damping tariffs for advertising and servicing; 4) a requirement, according to which a share of national audiovisual products or creations of Ukrainian authors or performers in a general amount of broadcasting of each channel or radio station must not be less than 50%; 5) necessity of meeting information demands of the population, the protection of state interests, national broadcasters, and the development of a national basis of television and radio through the establishment of respective requirements for a program concept of broadcasting; 6) technical development of a broadcasting channel and a broadcasting network; 7) necessity of licensing different types of broadcasting depending on
organizational and technical peculiarities of the program distribution; an activity regarding cable television and radio broadcasting, an activity of providers and operators of telecommunications or operators of cable networks are to be subjects to licensing; 8) establishment of procedures of the special registration of information activity entities.
Conclusions of the research. Formation of the national information space is an important condition of guaranteeing the state sovereignty of Ukraine.
