Abstract

Based on the tools of institutional theory of the infl uence of transaction costs, which are defi ned explicit transaction costs (costs of search, acquisition and archiving of information; the costs of the acquisition and consolidation of rights of ownership of insurance; costs protection of property rights of subjects of insurance
relations) and implicit transaction costs (the costs of the use of incorrect or misleading information, which lead to losses, the loss of the invested assets, falling of demand for insurance services), — on the tariff policy of insurance companies; allocated and systematized the preconditions for their growth (administrative-bureaucratic system of creating and licensing of insurance companies, the collection and submission of documents on receiving the insurance indemnity; low level of trust in the implementation of the insurance companies of their obligations in the absence of guarantees legal protection of the insured; an unstable exchange rate, resulting in a depreciation of the assets of insurers, weakness in the implementation of the rights of property and insurance legislation, which does not allow for the liability of the insurer).
