Abstract |
The article is devoted to the interconnections between legal, socially oriented state and effective health care which base itself on progressive financing. This principle allows to supply a public solidarity and to protect poor, ill and elderly people. In Ukraine it doesn’t work because of distribution of the national product in favor of oligarchy. So reforms in health care need to be starting from the root point. |
