Аннотация

 В статье проанализированы правовые основы Седьмой Экологической программы ЕС по вопросам защиты, сохранения и улучшения природных ресурсов. Определена парадигма структуры ЭП 7, которая заключается в том, что первое направление – «природный капитал» – представляет собой нерукотворные основы и главные составляющие космоса, в которые человеку необходимо вписываться как его творению. Второе – «ресурсоэффективная экономика» – творческий потенциал, сфера и диапазон возможного (не необходимого и не случайного) для обустройства цивилизации. Третье направление – «здоровая среда для здоровых людей» – определяет условия нормальной жизнедеятельности самого человека и его сохранения как вида жизни на планете.
