Аннотация

 Статья посвящена вопросам максимизации экономических, социальных и экологических преимуществ, которые могут быть получены от использования бюджетных средств при осуществлении публичных закупок, путем установления требований относительно «преимуществ для громады» как дополнительных «горизонтальных» целей государственной политики к функциональной цели закупок, с акцентом на Донецкой и Луганской областях Украины для учета особенностей их социально-экономического развития в период постконфликтного восстановления. Отмечена необходимость расширения концепции наилучшего результата в публичных закупках.
