Abstract

Problem setting. Renewable energy sources in a broad sense relate to alternative innovations in energy. Innovative mechanism of state regulation of renewable energy development focuses on the stimulation of investment activity in renewable energy and protecting the interests of investment and innovation actors.
Recent research and publications analysis. Today research in the field of alternative energy is usually held in the economic and technical aspects. Questions of energy in legal science are considered in the works of S. A. Svirkov, A. P. Vershynin, S. D. Bilotskyi and others, but sphere of alternative energy remains insufficient unexplored.
Paper objective. The purpose of the article is to analyze the forms of investment that are the most relevant for the renewable energy sector.
Paper main body. The most common form of financing investment projects for renewable energy is the government support for such projects through direct and indirect financing (“Green” tariff, quotas, grants and subsidies, green certificates tax breaks or loans,preferential loans from the state). In Ukraine, only two are applied, namely tax benefitsand the “Green” tariff.
As for the forms of investment, the creation of energy cooperatives (corporate form of investment) deserves the legislator’s attention. Also a special form of investing in renewable energy is the development of various forms of joint investment. Today the most progressive form in the world is venture investment. The problem in Ukraine is no mechanism for attracting investments and attractive conditions for the functioning of venture capital.
Conclusions of the research. It is necessary to adopt the Law of Ukraine “On Energy Cooperation”. It should define the content of the concept of the energy cooperative and its legal status, the specific features of the cooperative’s economic activities and the means of state regulation. The National Action Plan for Renewable Energy should identify realmechanisms for attracting investment and credit resources.
Short Abstract for an article
Аbstract. The article analyzes the main forms of financing and investing in renewable energy. Special attention is given to the means of state financial support, forms of joint investment, venture investment and the nature and peculiarities of the creation of energy cooperatives.
