Abstract

Problem setting of my article is connected with economical activity in the field of air transport. The purpose of this article is to activate mechanisms providing air transport building, where capital construction will be involved the investments and development of economic and legal means in this area.
Recent research and publications analysis. The question of the air transportations development, capital construction in the field of air transport and aviation infrastructure involved the attention of a lot scientist. Most contributions were made time to time. Among them are Kossak V. M., Hrynyak A. B., Senik S. V., Bilenko M. S., Olyukha V. G., Kvasnitska O. O., Gritsenko G. M., Vikhrov O. P., Trofunenko N. V., Myronets I. M., Banasevych I. I, Chaban L. V., Tofanyuk A. V. But this area of research approach is unknown enough. But at the same time the most problems haven’t been studied properly so far. This
is due to high complexity of this subject.
Paper objective. Relevance of the research related to the need to use capital construction in the aviation industry, including airports of Ukraine. The article is a comprehensive review of the practical enforcement of mechanisms of the capital construction in the field of air transportation and aviation infrastructure and impact on the development of air transportation in Ukraine and further their respective fields of domestic air services and processes of liberalization of airspace.
Paper main body. The article is a comprehensive review of the practical enforcement of mechanisms for capital construction in the field of air transportation and aviation infrastructure and impact on the development of air transportation in Ukraine and further their respective fields of domestic air services and processes of liberalization of airspace. Ukraine, being in geographically advantageous territory in terms of transit, manages significant airspace. The optimization of the capital construction may increase competitiveness of the airport Kharkov, in order there is necessary to build such pump-filtration
plant, to reconstruct the fence of the International Airport Kharkiv (with alarm, video surveillance), to acquire new assets (eg, special and specialized vehicles (tractors, drove, or resuscitation ambulance cars, emergency vehicles for de/anti-aircraft aysynhu etc.), to purchase of the equipment for automatic data processing, including server hardware, to buy municipal airfield and special equipment, including special machines for applying liquid chemicals to artificial runway, to include software and services with the introduction of asset management companies and the maintenance (or) software and services with the introduction of platform operational management of the airport, to introduce energy-saving technologies and to do a lot of other useful things to increase the throughput and the competitiveness of the airport. Kharkiv International Airport, as well as other airports of our country should keep the course to the integration into the system leading transfer airports, including conduct the following activities – work with airlines to increase the transfer of the passenger traffic, to conduct benchmarking among European airports, to create the infrastructure for servicing of transfer passengers, to increase the comfort of passengers by opening new commercial zones, to improve the professional level of employees by passing mandatory training and corporate training and etc. It is for growth of economic results, it is reasonable implementation the contract named autsorynh -to transfer now internal functions and business processes to highly specialized performer who can do the job better, faster and cheaper than their structural subdivisions of the customer. But, unfortunately, in the law category of the autsorynh contract is absent in nowadays law system. That’s why it is necessary to the current legislation of Ukraine, as this kind of contract concluded between the business and working on the scheme «business to business», it is economic and is necessary to make changes primarily to the commercial Code of Ukraine.
Conclusions of the research. Summing up, it is necessary to lead the optimization of the capital construction in the aviation industry, including airports of Ukraine. For the development of airport economy needed the investments with long-term maturity their return. Economic and legal optimization of capital construction – a complex of measures stimulating economic and legal impact on the field of capital construction, which is implemented in the framework of the economic building policy on the principles of the efficiency and consistency to ensure the functioning of transport, including the aviation industry to improve the competitiveness of the transport industry, including air transport based on the requirements of sustainable development and integration into the world economic processes.
Short Abstract for an article
Abstract. The article is devoted to the key role of relations of capital construction in the aviation industry, particularly in reconstruction and construction of new airports in Ukraine urth improve their functionality and competitiveness. The article shows the mechanisms providing air transport building, where capital construction is an object for involve investments. Optimization process of the capital construction in the aviation industry will affect not only the development domestic airlines, but also to the development of transport support in the sphere of economics as a whole. The author discussed the need for improved economic and legal forms of capital construction in the aviation industry.
