Abstract

Problem setting. Science in the twenty-first century positions itself not only as an important component of innovation, but a key factor in sustainable economic development. This process is accompanied by the emergence of new scientific fields, which in turn entails the development of the modern configuration of the structure of scientific activity and significant changes of role in the global economic system.
Recent research and publications analysis. In recent years, the actualization of modern science development problems is subject to growth, multidisciplinary and the global nature of research and increases their influence on the global innovation development. Problematic issues of development of science are constantly being considered by Ukrainian scientists. All of this requires continuous monitoring and determine the characteristics and prospects of development of modern science for a reasonable choice of directions and development of research programs.
Paper objective. The purpose of this article is to reveal the state of modern science development in the world and in Ukraine and to describe the main trends, including based on the analysis of the leading rankings of innovative activity, reflecting the impact of science policy on support of innovation development of the economy and to develop proposals to improve the efficiency of scientific sphere.
Paper main body. On the basis of the UNESCO Report on science found that spending on science in the public budgets of highly developed countries is increasing every year in both absolute and relative terms. In the last five years appeared some new trends from the standpoint of national priorities in the field of scientific research. For example, preemptive priority was energy. Practice in the use of patents allows us to conclude about the impact of the innovation. Have seen an extraordinary concentration of applications for registration of patents in countries in North America, Asia and Europe. While the rest of the country accounts for only about 2 % of the total number of such applications. Studies show that the problems now facing many countries, it is noticeable to acquire a General nature.
Ukraine has a low ranking on almost all points of the European innovation scoreboard 2016: the level of education of the population, the development of scientific publications and centers of innovation in production, integration of science in global collaboration, investment in research and innovation sector of the state and business, etc. Among the reasons hampering the implementation of the role of academic factors in improving the competitiveness of the Ukrainian economy continue to be: insufficient demand for innovation because the Ukrainian economy in its current state does not generate active interest the majority of economic entities in the results of scientific research. Most businesses fail to effectively use innovative development; no development institutions, ensuring the functioning
of innovative economy in all its components (organization and management development; financing, marketing, commercialization etc.); small number of highly qualified innovation managers, capable of working in the innovation sector; lack of consistency of state educational, scientific, technological, industrial and innovation policy.
It is proved that the necessary new budget strategy aimed at innovative development of the economy, a new system of state stimulation of development of science and innovation. It is necessary to reform resource allocation in the research system, which will ensure the transition from egalitarian way to allocate resources to priority support of competitive research teams and individual scientists.
Conclusions of the research. Organizational and institutional arrangements should be used as strategic approaches to strengthen the scientific and technological activities in the global trend of the interpenetration of fundamental and applied science and dissemination of global innovation for the development of science in Ukraine. In this context, requires justification of the institutional structure of science, technology and innovation economic growth potential that includes intellectual property protection and the availability of effective forms of scientific potential.

Аbstract. The article reveals the state of modern science development in the world and is characterized by trends. Analyzed the rankings of innovative activity of Ukraine in international expert journals, reflecting the impact of science policy on support of innovation development of the economy. Assess the state of development of the scientific sphere of Ukraine and proposals for the improvement of its performance.
