Abstract |
Problem setting. The existing economic mechanism on a global scale is invariably oriented on the rapid pace of economic growth, the increasing level of consumption and the capacity of the internal markets due to the barbaric, irresponsible exploitation of natural resources. It is important to emphasize that these economic mechanism entails harm to humanity in the context of the irresponsible depletion of non-renewable natural resources and in the context of an unprecedented on level of environmental pollution and in the process of environmental management and the further industrial processing of raw materials. Recent research and publications analysis. It is worth mentioning that in the economic and legal literature the innovation issues have received considerable attention, primarily in the works of Yu. Ye. Atamanova, O. M. Davydiuk, O. V. Hladka, A. I. Denysov, etc. Therewith, the issues of innovation law in the context of the environmental focus of innovations, in the context of creating appropriate legal mechanisms in the sphere of environmental protection were not raised in any environmental scientists or scientists-business executives. Paper objective. The article purpose is to analyze the place of «ecological innovations» in modern software activities of the state in the environmental field, in the content of environmental legislation and to find out the common conceptual approaches for this interpretation. Paper main body. Ecologization of economy can only be achieved through innovative economic development. I would like to emphasize that the relationship between ecologization and innovation the economic mechanism is no alternative in the present socio-political conditions, because only the ecologization of economy on the innovation basis may harmonize the majority of social interests that arise in the field. In this sense, the primary task of legislation is the detailed development of the conceptual apparatus «ecological innovations». «Ecological innovations» should get the detailed scientific classification for the formation of ecology-innovation state policy. Conclusions of the research. Environmental policies of the countries can be based on a recognized concept of sustainable development, which implies continued economic growth, but due to the introduction of such innovations, which lead to a total economy ecologization, resolve the contradiction between the production of material goods and purity of the natural environment, preservation of its within ecological balance. The convergence in the mechanism for its realization of economic and environmental state policies should contain also the convergence of ecological, legal and economic-legal state policy. The inevitable convergence of ecological and economic social interests and activities needs to obtain the complex specially targeted legislative provision. One of the important criteria of classification should be the distribution of «ecological innovations» on: 1) aimed directly at achieving environmental effects, 2) are carried out with a commercial purpose, but simultaneously also reaches an environmentally positive outcome. Short Abstract for an article Abstract. The author has focused on the need for meaningful incorporation of the provisions of the concept of sustainable development to the fundamentals of state ecological policy of Ukraine. The author considers the role of innovations in the preservation of the environment. The author determines basic functional impact areas of innovations on environmental protection and tasks of institutionalization the category of «ecological innovations», the need for clear legal certainty on appropriate conceptual and legal apparatus. |
